試析中國提出之電器鋼案履行措施與WTO協定之合致性

中國電器鋼案於前（2012）年出爐之上訴機構報告中，上訴機構維持了小組認定之結果，指出中國之貿易救濟調查機關對美國冷軋取向矽鋼產品（Grain-Oriented Electrical Steel, GOES）實施反傾銷與平衡措施欠缺足夠證據，未能符合反傾銷協定（Agreement on Implementation of Article VI of the General Agreement on Tariffs and Trade 1994）與補貼暨平衡措施協定（Agreement on Subsidies and Countervailing Measures）。
