The hottest topic in the 21st century is globalization. All life-styles in every corner on earth, every kind of life style is all under the frame of globalization and cannot escape from the effect come together. In terms of human rights, to carry out the Universal Declaration of Human Rights, the UN had passed the International Covenant on Civil and Political Rights and International Covenant on Economic, Social and Cultural Rights. However, for political reasons, Taiwan is still unable to fulfill the ideas in these two covenants. To promote the idea of human rights, and to face the challenge of globalization, two Rights and Enforcement Acts went into force on December 10, 2009. To face the challenge of globalization, many governments are making their utmost efforts. The remedial measures for protecting human rights are also being developed in response to the trend. This paper discusses how to protect human rights in the age of globalization, particularly the relevant but rarely raised problem of public servants’human rights. To understand whether the protection of public service human rights is in agreement with two Rights Covenants, focusing on the Civil Service Protection Act and related regulations, we review the related regulations to figure out whether they are consistent with the idea of human rights. We conclude by proposing a revision of the Civil Service Protection Act while government agencies should try hard to understand completely and then fulfill the idea of human rights protection. |
