In response to the COVID-19 pandemic, Taiwan implemented border control measures, including a ban on cruise ships and suspension of cross-strait ferry services, to reduce the threat of the virus. However, merchant ships continued to operate to meet economic demands, resulting in several COVID-19 outbreaks on ships internationally. Taipei Port is an important cargo port in northern Taiwan and experienced three incidents of merchant ships carrying COVID-19 positive crew members from late 2020 to early 2022. The cooperation of ship operators in adhering to Taiwan's quarantine regulations to report incidents promptly was critical to ensuring the safety of port workers. Additionally, using personal protective equipment and applying correct donning and doffing procedures according to relevant guidelines effectively prevented the spread of the virus. In March 2022, the Central Epidemic Command Center formulated the“Principles for Dealing with COVID-19 Positive Cases on Board Ships'' to provide clear disposal guidelines and enhance overall quarantine efficiency. In light of future epidemics, it is recommended that competent authorities should learn from the COVID-19 pandemic experience and promptly formulate appropriate responses to ensure that ports can balance epidemic prevention and efficient industry operation. |
