The educational concept of ''learning community'' proposed by Prof. Sato Manabu has not only gained overwhelming attention in the Ease Asia, Europe, and US, but also become a noted subject in the field of education in Taiwan. The underlying reasons for its popularity are: First, “the simultaneous pursuit of quality and equality” in “learning community” is the fundamental reformation concept in education, conforming to the needs that 21st-century societies and citizens have. Second, “learning community” claims the guarantee of the right to learn for each child, meeting the education philosophies proposed by the 12-year Basic Education (i.e., education for all, education tailored to the individual, education to cultivate an understanding of one's self and the job market, and education to reach achievement). As the proverb goes, “An advice from others may help one's defects”. The current education in Taiwan has been experiencing major transformation and many scholars have been expecting “learning community” to be an effective strategy for improving the current educational condition. Keeping up with the educational transformation, Hsinchu County has promoted the preliminary research entitled as “Classroom observation and learning community” since the 2013 Academic Year. The current study aimed to investigate the status quo, problems and implementation effectiveness faced by elementary and secondary schools in Hsinchu County while participating in the preliminary plan of “learning community”. |
