Under the unprecedented impact of COVID-19, various industries have experienced profound disruptions. Nevertheless, recent surveys indicate that a remarkable 62% of the working population in our country still harbors aspirations for entrepreneurship, with the 26 to 30 age group exhibiting the highest enthusiasm. Recognizing that Changhua County boasts the second-highest population in the country after direct-administered municipalities and has implemented several incentives for youth entrepreneurship in an attempt to bridge urban-rural disparities and attract young individuals back to their hometowns, this study aims to understand the motivating factors for youth entrepreneurship in Changhua and assess the implementation of youth entrepreneurship policies by the Changhua County government. In summary, the objectives of this research are threefold:(1)To comprehend the motivation and processes of youth entrepreneurship in Changhua County;(2)To understand the challenges and needs faced by youth returning to Changhua County for entrepreneurship;(3)To investigate the assistance provided by the Changhua County government's entrepreneurship policies to returning youth. Additionally, the research methodology employs in-depth interviews, featuring six youth entrepreneurs, two expert scholars, and one official from the Changhua County government as interview subjects. Based on the interview results, four main findings emerge:(1)The primary reason for Changhua County youth to ''return home'' is self-realization of personal ideals, followed by family factors, career changes, and inheritance of family businesses;(2)The key factors for Changhua County youth to ''stay in their hometown'' include a high degree of identification with their work and a commitment to corporate ethics and social responsibility;(3)Besides human, social, and financial resources, the timing of entrepreneurship is crucial, and challenges related to time, teamwork, mindset, and business models need to be addressed individually;(4)Government guidance in the later stages is perceived as too brief, coupled with insufficient policy marketing and promotion, resulting in incomplete information dissemination and a lack of awareness among many individuals regarding relevant policies. Finally, based on these findings, recommendations are formulated to guide the Changhua County government and returning youth in their endeavors. |
