國家檔案館興建需求文件釐訂與招標策略

The Building Requirements and Bidding Process of the National Archives of Taiwan (R.O.C.)

國家發展委員會檔案管理局自2003年成立之初即積極爭取籌設國家檔案館，終於在2017年8月奉行政院核定「國家檔案典藏及服務建設計畫」，奠定我國首座國家檔案館興建基礎。自2018年國家檔案館新建工程規劃設計及接續辦理工程招標期間，遭遇營建環境重大改變，經克服物價上漲困境後，終於在2021年2月完成工程決標，於2021年4月開工興建。值此國家檔案館建造之際，特統整國家檔案館興建之專業需求及幾經轉折的招標歷程，以記錄此過程，並分享經驗及提供其他類似館舍建置之參考。

National Archives Administration(NAA) has been actively planning the construction of the National Archives building from the initial period of NAA since 2003. In August 2017, the Construction Program of Archives Preservation and Service was finally approved by the Executive Yuan, laying the foundation for the construction of the first National Archives in Taiwan, the Republic of China. Since 2018, during the planning and design of the new project of the National Archives and the construction project bidding period, unprecedented major changes in the construction environment have been encountered. After overcoming the dilemma of rising prices, the bid was finally awarded in February 2021, and the construction started on April, 2021. On the occasion of the construction of the National Archives, the professional construction requirements of the National Archives and the bidding process with several twists and turns were integrated to record this process, share experience and provide reference for the construction of other similar buildings.
