第13任總統、副總統5月20日宣示就職，組織改造後第1個新部會──文化部同時誕生。肩負著文化向下扎根與向前創新的重任，文化部首位部長龍應台在揭牌時滿懷雄心壯志地表示，文化部要從中央政府的邊緣進入核心施政，為台灣文化開啟世紀工程。

After President Ma Ying-jeou and Vice President Wu Den-yih of the Republic of China took their oaths of office on May 20, the first new ministry following government's reorganization—the Ministry of Culture (MOC)—was established. The first Culture Minister is Lung Yingtai, who shoulders the heavy burden of sending the roots of culture deep into Taiwan's soil while carrying out innovation for the future. As she unveiled the ministry's name plaque, Ms Lung said she was boldly ambitious of shifting culture from the periphery to the core of central government administration, to initiate a new era for cultural development in Taiwan.
