9月，行政院內閣重新改組，經建會主任委員由行政院政務委員蔡勳雄兼任。蔡勳雄過去在經建會任職近30年，擔任過經建會副主委，而在行政院政務委員任內更負責督導經建會業務，並曾積極參與經建會協助幕僚作業的法規鬆綁政委聯席會議，對於經建會業務相當嫻熟。

In the Cabinet reshuffle that was carried out in Taiwan in September, Minister without Portfolio Tsai Hsung-hsiung was appointed to serve concurrently as Minister of the Council for Economic Planning and Development (CEPD). Mr. Tsai has served in the CEPD for almost 30 years, until most recently as Deputy Minister; in his other Cabinet office as Minister without Portfolio, he is responsible for overseeing the CEPD's operations. He also participated actively in the supervisory panel of ministers without portfolio for deregulation, which the CEPD helped with staff operations. Obviously, Mr. Tsai is thoroughly familiar with the CEPD's work.
