As Next Generation Networks(NGNs)which are much different from traditional telecommunications in access network architectures have been introduced by many communication operators, regulators worldwide have embarked on reviewing and amending relevant laws in order to adapt to such developments. By analyzing both domestic and foreign regulatory systems, we can identify three key courses: deregulation and competition, management of access networks, and separation of network ownership. With regard to the first issue, we focus on the analysis whether the market power of NGN has been strengthened along with the progress of related access technologies. As for the second issue, this article identifies the developments of technologies, markets and regulators' stands in some specific countries. The key finding is that NGN's market power has been increased, especially in access networks. Lastly, with respect to the construction of network infrastructure, it remains to be an unsolved issue whether regulators should encourage network expansion or service competition. Third issue, our country can also consult. In comparison with other countries, Taiwan's regulations over NGN are similar to the US's, but lack relevant measures to safeguard market competition. Hence, there is a must to take precautions to improve the situation. |
