繼順利執行2006年海峽兩岸春節包機方案之後，行政院大陸委員會於6月14日與中國大陸主管部會同時宣布，開放4項海峽兩岸專案包機。這項開放措施已於7月7日起接受業者申請。

Following the successful operation of direct flights between Taiwan and mainland China during the 2006 Chinese New Year season, Taiwan’s Mainland Affairs Council (MAC) and the mainland Chinese authorities made a simultaneous announcement of four programs of direct cross-strait charter flights on June 14. The flights are opened for application on July 7.
