「國家通訊傳播委員會（NCC）組織法」於11月9日由總統頒布施行，未來包括通訊傳播監理政策與法令之制定、產業營運監督管理與執照發放、通訊傳播內容分級制度規範等原屬新聞局廣電處、交通部電信總局等業務，都將改由NCC統籌。這是我國將通訊傳播之管理權責，由行政單位轉移到獨立委員會的一大變革。

On Nov. 9, President Chen Shuei-bian promulgated the Organizational Regulations for National Communication Commission (NCC). The new NCC will take over many of the functions now carried out by the Radio & Television Affairs Dept. of the Government Information Office and the Directorate General of Telecommunications of the Ministry of Transportation and Communications, including the drawing up of policies and laws for radio and television supervision, oversight of the industry and issuance of its licenses, and establishment of standards for the program rating system. The new regulation represents a major reform, since it switches the authority for administering the radio and TV industry from administrative agencies to an independent commission.
