On Nov. 9, President Chen Shuei-bian promulgated the Organizational Regulations for National Communication Commission (NCC). The new NCC will take over many of the functions now carried out by the Radio & Television Affairs Dept. of the Government Information Office and the Directorate General of Telecommunications of the Ministry of Transportation and Communications, including the drawing up of policies and laws for radio and television supervision, oversight of the industry and issuance of its licenses, and establishment of standards for the program rating system. The new regulation represents a major reform, since it switches the authority for administering the radio and TV industry from administrative agencies to an independent commission. |
