行政院長謝長廷於9月21日出席大陸台商協會秋節聯誼餐會時表示，政府所籌劃的自由貿易港區提供稅負優惠，可多加運用。謝院長引用，「原鄉人的血液要回到原鄉，才會停止沸騰」，呼籲台商們響應「鮭魚回鄉運動」，返台投資經營。

At a dinner party for members of Taiwan business associations in mainland China on Sept. 21, Premier Frank Hsieh encouraged the members to take advantage of the tax incentives offered in the island’s newly-established free trade zones. Citing the sentence of“a man’s heart becomes tranquil only when he returns home”from a poem, he appealed to the Taiwanese business people to respond to the“Salmon Homecoming Movement”by returning to invest in Taiwan.
