因應台海兩岸情勢發展及交流需求，立法院於10日9日三讀修正「台灣地區與大陸地區人民關係條例」（以下簡稱兩岸條例），並於10月29日經總統公布。這也是兩岸條例自81年公布施行以來，最大幅度的一次修正。

On Oct. 9, the Legislative Yuan passed the most extensive revision ever of the Act Governing Relations Between Peoples of the Taiwan Area and the Mainland Area, which was promulgated by the President on Oct. 29. According to the Mainland Affairs Council, which is the competent authority for the Act, the revision encompasses the readjustment of rules governing transportation between the two sides of the Taiwan Straits, cross-straits negotiations, economic dealings, personnel travel, the entry and exit system, and cultural and academic exchange. The aim is to establish a new legal mechanism for“reasonable opening”with“effective management”in cross-straits relations.
