A large number of young atypical workers have been employed by businesses due to the need for workforce flexibility as well as economic globalization. In order to help create a stable work environment, a close examination is needed of the transition process from freeters to full-time employees and the career development of young atypical workers. This study is based on the results of a secondary data analysis of the characteristics of atypical employment among Japanese youth and investigates cases of counseling freeters in their transition to full-time employees. By looking into the development of young atypical workers in Japan from the viewpoint of workforce protection, the study highlights two general directions that Taiwan can take: firstly, learning from Japan’s success in maintaining employment stability by proactively providing assistance for freeters’transition to full-time employees through relevant measures and subsidies, and secondly, adopting Japan’s policy of promoting“dual system”, which helps improve the skills of its young atypical workers. |
