The plan of localization and community-based long-term care service system in remote areas is to help disabled people who live in remote areas to understand and make the best use of the long-term care services under the National Ten-Year Long-term Care Program. The plan also helps remote areas develop their own local long term care system and to reduce their resource gap between remote areas and the whole country. To understand and analyze the local demands, supplies and resources is important for the success of planning, execution and assessment (establishing the long-term care service program) in long-term care service program. The suggestions of this article focus on the inventory control of the demand, supply and utilization in local long-term care service. To assess the local demand of long-term care service, we should estimate the number of disabled people based on the local population of all age, and the national rate of disability of all age. To assess the supply of local long-term care service, the local culture, people’s value and the training of home service assistants should be evaluated. Thus, the resource inventory should base on seven levels including the existence, sufficient, quality, utilization, distribution, capacity, and efficiency. To assess the local utilization of long-term care service, we should understand the current utilization and coverage of local long-term care service of local disabled people in each area of county. By practicing above assessments will make a more efficient better future for implementation and development of local utilization of long-term care service. |
