Terrorism and piracy are key components of military operations other than war (MOOTW) and major concerns in terms of non-traditional security. However, there is no convergence between maritime terrorism and piracy. The international community has paid much more attention to transnational terrorism than domestic terrorism because of spill-over effects into other countries. The ASEAN has sought to tackle the threats of terrorism and piracy though bilateral, multilateral, and regional channels. While a bilateral approach is the most useful tool to address these problems, sub-regional and multilateral efforts have worked in combating piracy in the Straits of Malacca and Singapore. Although many critics feared that the ASEAN declarations and statements exist only on paper, ASEAN has acted internationally as a regional voice on the issues of terrorism and piracy. |
