Public health emergencies of international concern are a major threat to people’s lives, constituting a multi-level challenge to politics, economy, society, culture, and ethics. Collaboration between the government and its people is essential. A key to the collaboration is transparency, which usually refers to the disclosure of epidemic-related information and political decisions to the public. In addition to access to information of public interest, transparency includes public participation in political decisions and government accountability. This article takes COVID-19 as an example to address the necessity of public participation in terms of transparency as a way of making accountability convincing. This article also discusses a number of channels by which the public participate in the improvement of transparency, along with some precautions that need to be noted. |
