This paper employs a total-factor framework to analyze the environmental efficiency of APEC economies during the period of 1992-2011. With growing concern about global warming and sustainable development, the incorporation of undesirable outputs is very important when evaluating an economy's environmental performance. This paper utilizes a CRS-SBM model with undesirable outputs to calculate the targets of inputs and undesirable outputs. Two indices, namely ecological total-factor energy efficiency (ETFEE) and ecological total-factor C02 emission efficiency (ETFCEE), are proposed as ways to monitor and compare both energy and emission efficiencies over time for APEC economies. Findings show that there is a highly positive relation between ETFEE and ETFCEE, so the results of ETFEE and ETFCEE are very similar. Using this analysis, we find that Hong Kong is the best performer while Russia performs the worst on average during the research period. |
