Due to the low-birth-rate, people into big cities and unbalanced between cities and rural problems are so serious in Taiwan and Japan societies. The official, researchers, and persons think that local revitalization may be the antidote for these problems, and hope that maybe these problems can be solved or improved. Both the Rural Development Foundation and some of Taiwan’s legislators, think that the Executive Yuan’s planning was not enough, so they promoted it must need a special law on local revitalization. This paper is to make a comparison on the bills of the Rural Development Foundation and Taiwan’s legislators, and it focuses on its legal institutional design, including the background and articles. This paper finds that the background is different, but the articles were the same. Legislators maybe referred to the bill from the Rural Development Foundation. |
