As trade liberalization, food safety has become a global issue and its management is considered the first goal for protecting the consumers’ interests. To make sure the fair trade in food without barriers, the food regulations should be set up reasonably which are based on the scientific evidence obtained from risk assessment. The principles of risk assessment are science-based, independent and transparent. According to the regulations from many countries, different food risk assessment mechanisms are set, and could be roughly classified into two types. One is an organizational separation type which establishes the independent risk assessment body, such as European and Japan. The other is functional separation type which conducts risk assessment and risk management in the same body, such as United States and Taiwan. Whatever the working mechanism is, it must be sure the procedure of risk assessment is independent from risk management. |
