Survey of the Inspection Project of the Food Delivery Platforms in Taiwan, 2019-2021

食藥署自108年至110年規劃並執行美食外送平台稽查專案，查核美食外送平台業者是否依規定申請食品業者登錄，結果僅109年1家業者不合格而裁處，另食品良好衛生規範（Good Hygienic Practice, GHP）查核結果，則無不合格之業者。查核與美食外送平台合作之餐飲業者，計有3家未投保產品責任險，3家業者有貯放逾期食品，1家業者GHP不合格，4件成品不合格。外送服務員方面，109年至110年查核衛生管理情形均全數合格。因應利用美食外送平台點餐已是餐飲消費之新趨勢，為管理食品衛生安全及品質，維護國民健康，宜持續加強查核是類業者，以促使業者符合相關規範。

Taiwan Food and Drug Administration (TFDA) has planned and implemented the food delivery platforms inspection project since 2019. The inspection results of the food delivery platforms showed that only 1 case was fined for failing to complete the registration of food businesses in accordance with Food Safety and Sanitation Act. The investigation of the catering-related industry also demonstrated that 3 cases without product liability insurance, 3 cases with expired food material, 1 case violating the regulations of Good Hygienic Practice (GHP), as well as 4 ready-meals failing to pass the examination of Sanitation Standard for Microorganisms in Foods were found. All the food delivery riders passed the field hygienic audits. In response to the fact that ordering food through food delivery platforms has become a new trend in food and beverage consumption area, the stringency of hygiene management to the catering-related industry needs to be strengthened to enforce on food safety, quality, and citizens’ health. Finally, the evaluation of amending Food Safety and Sanitation Act and related regulations to the emerging industry is recommended.
