Sufficient teacher staff is the key to the quality of education. The Ministry of Education implements the reasonable teacher staffing increase plan in primary schools to meet the basic needs of students' total learning section numbers. This study aims to investigate whether the expected teacher staffing establishment and application effects can be achieved in the third year of the implementation plan. Questionnaires and interviews are adopted in this study. The following findings were made of 973 questionnaires and interviews with 145 primary school principals or academic directors. First, about half of the additional substitute teachers are qualified teachers, and the school's employment needs are met with medium-high satisfaction. Second, nearly 77% of schools believe that the number of teachers provided by the reasonable teacher staffing increase plan can meet the needs of the curriculum. Third, the number of selections and the approved time affect the effectiveness of the plan in providing quality teachers. Fourth, about 8% of schools have jointly hired additional substitute teachers, and satisfaction with the joint recruitment system is up to medium-high. Fifth, the attitude of the Education Bureau is a key factor in the effectiveness of the joint employment system. Sixth, about 50% of formal teachers are willing to return as adjunct teachers, and so is the situation of substitute teachers returning as adjunct teachers with a similar percentage. Seventh, the addition of substitute teachers has become a stable teacher source of primary schools, with the main contribution to strengthening school curriculum implementation and teaching practices. |
