根紮臺灣至國際發展：生態轉型觀點下臺灣家扶的國際人道援助與發展工作轉型之路

From Grass-Roots CSO to International Development: The Ecological Transition Model Case from the Third Sector in Taiwan

第三部門隨著臺灣民主深化，持續壯大並發揮政治社會影響力的研究，已經眾所皆知；但其也逐漸走出臺灣，在國際社會中貢獻己力的部分，則相對較少人關注。本文主張有關第三部門組織變遷，需要放在一個生態轉型（ecological transition）系統性架構，包括來自社會福利與服務體制、全球社會技術背景、在地政治與政策、以及相關連的國內外突發不確定因素等，共同連動促發第三部門轉型。本文以臺灣大型社福組織「財團法人台灣兒童暨家庭扶助基金會（簡稱家扶基金會）」作為案例，討論其從1950 年美國組織來臺創立接受援助，到2004 年開始到蒙古、吉爾吉斯、越南、史瓦濟蘭、約旦等七個地方設立分駐所與進駐臺灣專業社工從事國際人道援助與發展工作。我們發現臺灣民主化思潮與社會福利體制的趨於成熟，帶動公民社會在地崛起與發展草根永續工作方法，除回應臺灣本土社會變遷議題外也思考第三代人權國際化議題，共同促成第三部門組織從關注本土議題轉型參與國際服務。再者，第三部門組織的國際服務轉型，從短期國際服務輸送的殘補援贈模式，轉為第三部門組織的積極預防與發展取向之國際社會工作模式。

With the progress of Taiwan’s civil society and economic development, the “third sector,” representing civic power and a contributor to international development, has emerged in Taiwan. This research examines the case of the third sector in Taiwan to understand changes in social welfare and the nexus between localization and internationalization. The contextual approach was adopted to analyze the case of a 70-year-old Taiwanese social welfare organization, namely the Taiwan Fund for Children and Families. The ecological transformation model was used as the basis for a systematic review of the transition of the third sector toward international humanitarian aid and of the developmental work for social welfare in Taiwan.
