This study aims to explore the operating efficiency of Taiwan’s public libraries under the two different management systems from the perspective of performance evaluation. The two-production-stage DEA is used to measure the efficiency of public libraries from 2014 to 2018. Finally, the Tobit regression model is used to analyze the factors that affect the operating efficiency. The result shows that the average aggregation efficiency score of the public libraries which adopt the centralized management system is 0.95, better than those that adopt the decentralized management system which score is 0.71. Furthermore, that Tobit regression reveals that the centralized management system for public libraries helps improve resource utilization and reader service efficiency, and the average per capita amount spent on book purchasing has a negative impact on the efficiency of resource utilization, the document use rate has a positive impact on the efficiency of reader service and the efficiency of aggregation; the number of libraries has a negative impact on the efficiency of reader service and the efficiency of aggregation. |
