威權統合主義下的雙面性社會團體──以1950年代「台北市報業公會」為例

The Bifrontal Social Groups under Authoritarian Corporatism:Taipei Newspapers Association in 1950’s

本文旨在探究威權統合主義下社會團體的雙面性，以 1950（民國 40）年代的「台北市報業公會」為例，闡述報業公會一方面落實統合主義的精神，扮演類政府組織的角色，橫向聯繫、服務報業，特別是協力政府從事新聞外交活動，結合同為反共陣營國家的新聞界，並參與國際性新聞組織，代表自由中國發聲；另一方面，又秉持自由主義的精神，實踐一社會團體所應具備公共領域的功能，與政府周旋以爭取報業的共同利益，雖然沒有成功，但已寫下一頁歷史的篇章。因為，進入 1960 年代後，國民黨的威權統治走向高峰，新聞界的統合工作也漸地完成，新聞團體已無法再站在政府的對立面提出請願或異議。

"This article aims to explore the duality of social organizations under authoritarian corporatism. Taking the “Taipei Newspaper Association” in the 1950s as an example, how to cooperate with the government, playing the role of a quasi-state institution, and how to play the role of the public sphere, fighting with the government for the common interests of the newspaper industry."
