"On November 28, 2014, the Ministry of Education announced the Overall Program of the 12-year National Basic Education Curriculum Guideline. The Curriculum Development Committee, National Academy for Educational Research (NIER), and other related units, immediately wrote drafts of curriculum guidelines for all domains. In May 2016, the Legislative Yuan amended the relevant provisions of the Upper Secondary Education Law and the National Education Law, established a new system of curriculum review, to examine and approve the drafts of new curriculum guidelines, which shall be implemented after the approval. However, the operation of curriculum review was not smooth, the controversy in the review process was endless. This paper explores the new curriculum revision and review system and its characteristics and problems, and discusses the advantages and disadvantages of the system. This paper also points out that the biggest disputes in the new system are the student review, the politicization of the review process, the layman review, the lack of policy for each domain curriculum revision, and the operating difficulty of overall review mechanism. And then, suggestions for improvement are put forward for reference by related sectors in society." |
