"According to the constitutional characteristics of parliamentary system, political parties are main actors when forming a government. Non-partisan ministers are therefore an important issue when we care about government formation and constitutional operation especially in Europe. Semi-presidential system is an intermediate regime between a presidential and a parliamentary regime. Research on non-partisan ministers in semi-presidential system should be also concerned. Some existing researches point out, the constitutional norms are key factors if non-partisan minister could be appointed. Non-partisan ministers may have a higher chance of being appointed by a strong and powerful president. This paper focus on non-partisan ministers under semi-presidential system. The focus is on exploring the reasons for the appointment of non-partisan minister. Otherwise, I will also discuss the legislative behavior of non-partisan ministers in Taiwan." |
