Laboratory testing for communicable diseases, the establishment of testing standards, and training of professionals; the establishment, analysis, and application of a biorepository and pathogenic microorganism genome database; the appointment, commission, and approval of institutions for laboratory testing; the planning and execution of regulations governing laboratory biosafety and quality assurance; 2.
