金磚銀行緊急貸款機制是新冠肺炎疫情催生的，為成員國提供規劃貸款的專門性法律機制。這一機制突破了金磚銀行現行貸款制度的框架，具有靈活、高效、及時的特點，對增強成員應對危機的能力和衛生體系韌性，維護國際金融體系穩定，推進國際發展合作具有積極意義。相較于世界銀行，金磚銀行緊急貸款機制在理念上注重理解借款國需求、運行中遵循平等原則、實施中依托軟性機制。同時該機制在實踐層面和規范層面仍存在問題，需通過明確設立依據、完善問責機制和貸款實施機制加以解決。

"The New Development Bank emergency loan mechanism is a new legal mechanism to provide the member states program loans at the background of Covid-19.This mechanism breaks through the current lending system framework of the bank and has the characteristics of flexibility,efficiency and timeliness.It will have positive significance to enhance the members’ability to cope with the crisis and the resilience of the health system,maintain the stability of the international financial system,and promote international development cooperation.Compared with the World Bank,the emergency loan mechanism focuses on understanding the needs of borrowing countries,following the principle of equality in operation,and relies on soft mechanism in implementation.At the same time,there are some problems in the practical and normative aspects of the mechanism,which need to be solved by establishing a clear basis and improving the accountability mechanism and loan implementation mechanism."
