堅持中國特色社會主義法治道路和堅持中國特色社會主義法治體系，在習近平法治思想中占有重要的地位。在全面依法治國的戰略設計中，法治道路和法治體系處于不同的層面。法治道路是管總的東西，而法治體系則是總抓手。離開法治體系，法治道路會被架空。離開法治道路，法治體系建設會迷失方向。必須把法治道路和法治體系統一起來，對習近平法治思想的研究才不會走偏，才能完整準確地理解其核心要義。習近平法治思想是法治道路、法治體系和法治的社會基礎的統一。
