Offshore wind power is a key point in the development of renewable energy, and network connection is the basic condition for power supply. In the development of the German legal system, there is a relatively complete regulatory system for the network connection responsibilities of transmission network operators. First of all, there are general provisions in Articles 17 and 18 of the German Energy Industry Act, while Article 8 of the German Renewable Energy Law stipulates the network connection of renewable energy. Because offshore wind power plants have high economic and technical risks in connecting to the power grid, Article 17 D, 17 D and 17 F of the German Energy Industry Act make special regulations different from Article 8 of the German Renewable Energy Law. These regulations exclude investment risks caused by unclear responsibility for network connection delays, and are also used as subsidies for offshore wind power plants. At present, Taiwan’s legal system still lacks corresponding regulations on the network connection responsibility of offshore wind power plants.The network connection responsibility system developed by Germany for offshore wind power plants has considerable reference value for Taiwan’s future system design. |
