Global transformation in the initial years of the 21th century has reduced and separated the capabilities of the state. On the other hand, cities have risen up to become the center of global competition. Taiwan has adjusted its administrative division through a series of reformation by the end of 2010, creating a new structure of 5 Special Municipalities. These municipalities are expected to take the responsibility of engaging in global competition, and promoting cooperation in the nearby region. As one of the newly promoted special municipality, Taichung will have a chance to rearrange its strategies and developmental elements, and face the challenge for all domestic core cities- to find new grounds for development by applying new strategic position and promoting regional cooperation in the multi-level international sphere.To present an international competitiveness promotion strategy for Taichung, this research will adopt a holistic governance approach. Holistic governance theory claims that spatial, sectoral and functional integration is the solution to complex public issues, these three elements also correspond to the”spatial, functional and sectoral coordination”feature of current international trend and structure. Comprehensively integrating theories and praxis, this research concludes that spatially, Taichung should adopt benchmark learning, advocate city-harbor integration, accumulate experience on holding major events, and enhance the international friendliness of its public service. Functionally, Taichung must establish a cultural image, effectively manage its ecological resource, and set up a feasible transportation program. As for sector collaboration, Taichung must enhance its security network, and open up the potential of local leisure food industry and medical-tour services. |
