Is small beautiful? That's still a debatable proposition of public administration study. In response to the September 11, 2001 attacks, the U.S. government announced the establishment of the Department of Homeland Security (DHS). DHS was created to secure American against any potential terrorist attack. In order to achieve this goal as an integrated national effort, different agencies, which are distinct in their missions and operations, are incorporated into this new department. However, it also makes DHS an enormous and hybrid organization and becomes a target of public criticism. By reflecting the establishment of DHS in America, this article tries to explore the relationship between national security and organization Reengineering as well as the conceptual transformation of homeland security. |
