Program evaluation has become one of the significant activities in the higher education in Taiwan. The true meaning of evaluation is to motivate the program institution to continuously improve the educational quality, which is also the important concept that should be recognized by the institutional faculty and staff. In order to establish the framework of program evaluation for the tourism higher education in Taiwan, it is suggested to learn from the international evaluation systems already implemented for the relative programs. There are three purposes for this review article. Firstly, the theoretical bases of educational evaluation and evaluation standards are described. Secondly, the evaluation systems of TedQual and QAA are reviewed and analyzed. At last, the framework of evaluation standards for Taiwan's program evaluation is proposed and implications are discussed. |
