This paper argues that the conversion of industrial heritage and associated analysis must take culture, politics, and economic processes into account as well as the relationship between state and society in order for cultural policy to demonstrate its changed internal logic and core values. The article primarily discusses several aspects of these issues, including the controversy surrounding cultural governance networks in Songshan Cultural and Creative Park, civil society protests, and the asymmetric development of park production and consumption. On basis of this investigation, it is concluded that the structural problems experienced by Songshan Cultural and Creative Park lie in the policy dilemmas faced by cultural governance, namely the discrepancy between concepts of culture and cultural technologies. |
