Countries are closely interdependent in the era of globalization. Any event occurring in a particular country or region may develop into a global problem or even a crisis, and it is often a single country that cannot deal with it alone. It must be solved by cooperation with other countries and non-state actors. Because the international community lacks a central authority, the implementation of global governance is not easy. Global governance fills with conflicts of interest and cooperation. How to practice effective global governance has always been a concern of international relations scholars. To practice effective global governance, we must first answer the two questions of "who governs" and "how to govern". However, current researches have not adequately addressed these two issues. The purpose of this paper is to examine the two questions. And, discuss what conditions should be met in order to practice effective global governance under anarchy. I hope this article can expand the breadth and depth of global governance research and advance the research results. |
