家庭看護工相較於其他行業別移工有較高的可能性面臨職場性騷擾,有些性騷擾事件甚至會衍伸為更嚴重的性侵害事件,目前的學術研究仍鮮少對家庭看護工職場性騷擾議題進行討論。因此,本研究透過質性研究之半結構式深度訪談法,了解六名移工庇護單位第一線工作人員協助受職場性騷擾家庭看護工的經驗。庇護單位的兩種接案管道,包括家庭看護工主動向單位求助後,由單位協助安置並通報勞工局;另為勞工局接獲通報,由勞工局將家庭看護工轉介至庇護單位進行安置;本文分析接案管道的結構性限制。再者,對於庇護單位所提供的服務,可分為三類:權益告知、進入行政/司法程序的協助、資源開發與連結;本文也提出服務過程中的結構性限制。最後,本研究根據研究結果,針對政策與制度面提出建議,以期為家庭看護工提供更安全、友善的職場環境。 |
英文摘要 |
Migrant workers employed as home caregivers usually face a higher risk of experiencing sexual harassment than do those working in other industries. Furthermore, some sexual harassment incidents eventually turn into sexual assault. Limited research attention has been paid to the issue of sexual harassment faced by foreign home caregivers in the workplace. This study focused on the service models of shelter for migrant workers who have faced such sexual harassment. In-depth interviews were conducted to collect data on the work experience of six shelter workers. The case intake stage had two service channels. The structural obstacles pertaining to the service channels were analyzed. The shelters provide three types of services to migrant workers. The structural barriers of the service delivery system were also examined. Finally, policy recommendations were proposed in favor of the rights of migrant workers. |
