金手獎是全國唯一由市政府主辦的經營管理類獎項，為鼓勵中小企業提升經營品質，選拔經營穩健、表現卓越，並對社會有具體貢獻之中小企業，以傳承臺中市製造業的黑手精神，透過良性競爭帶來整體產業升級發展。臺中市金手獎至今已舉辦了22屆，參加該獎項評審之中小企業甚多，中小企業對於金手獎服務的滿意度是很受業界認同，申請金手獎成功關鍵因素與推動企業社會責任CSR息息相關，本研究依據金手獎評審五大構面的【社會責任】做為本次研究的主要重點、針對設立於臺中市轄區參加金手獎得獎績優廠商10家以調查問卷，探討金手獎中小企業推動CSR的成果，運用層級分析法(AHP)進行對得獎廠商資料收集，問券分析社會責任的有道德責任、社會參與及慈善、環境影響與永續、企業財務責任等四大因素，以提供中小企業參加評選之參考，及供評審指標關鍵性的參考，更可做為政府了解中小企業推動CSR社會責任困境與衝突。

The Golden Hand Award is the only management award in the country organized by the Taichung City Government. It encourages small and medium-sized enterprises to improve their operating quality, selects small and medium-sized enterprises with operational integrity, outstanding performance, and concrete contributions to culture and society, so as to inherit the Black Hand spirit of Taichung City's manufacturing industry. , transcending healthy competition and bringing about overall industrial upgrading and development. The Taichung City Golden Hand Award has been held for 22 times so far. Many small and medium-sized enterprises have participated in the review of this award. The satisfaction of small and medium-sized enterprises with the Golden Hand Award service is well recognized by the industry. The key factor for successful application for the Golden Hand Award is closely related to the promotion of CSR. The research is based on the five major aspects of the Golden Hand Award review [Social Responsibility]. The main focus of this study is to focus on 10 outstanding manufacturers that participated in the Golden Hand Award in Taichung City. It mainly uses questionnaires to explore the promotion of CSR by the Golden Hand Award. As a result, the Analytic Hierarchy Process (AHP) was used to collect data from the award-winning manufacturers, and the four major factors of social responsibility were analyzed through questionnaires including moral responsibility, social participation and charity, environmental Impact and sustainability, and corporate finance responsibility, to provide reference for small and medium-sized enterprises to participate in the selection and key reference for evaluation indicators. It can also be used as a guide for the government to understand the difficulties and conflicts of small and medium-sized enterprises in promoting CSR social responsibility.
