中華世界「多層次治理」的歷史實踐－－以越南阮王朝肇建為例

The Establishment of Ruăn shi Dynasty in Vietnam as a Case Study of Multi-level Governance in the Chinese World

本文欲引用「中華世界秩序原理」的硏究途徑，運用敘事論述的方法探討越南阮氏王朝肇建的歷史。問題意識發想來自於「治世不一道」的概念，試從重層認同」的心理層面、競合關係的互動行為及爭天下的競雄意識等「不一道」的治理，藉此論理證成中華世界「多層次治理」的歷史事實。文章首先論述中華世界或天下體系的治理模式，以及儒家所強調的「天下有道」的治理，藉此引出「多層次治理」，即「重層認同」、競合關係與爭天下的治理行為與規範。其次是越南歷史的簡論，特別是後黎王朝、西山朝至阮氏王朝。另則從「治世不一逍」的角度言「重層認同」的治理、競合關係的治理與爭天下的治理。以此鋪陳本文第參、肆及伍段落，其中歷史敘事則依三個意象的方式交叉呈現。最後結論本文認為越南王國「多層次治理」的歷史實踐涉及了「治世不一道」的原理，而不同時期所展現的是隨情勢而變的「重層認同」的治理、競合關係的治理與爭天下的治理等模式，不僅為治理的規範模式樹立型態，也為「便國不法古」的說法立下絕佳的典範。

There has been an increasing mterest m the relationship between the Chinese World and Vietnam. The establishment and governance of Ruăn shi Dynasty in Vietnam is frequently related to the diea of Chinese World Orders. In this paper, I use narrative discourse to find how the creation of Ru知shi Dynasty can be applied to the use of Multi-level governance. The aim of this paper is to gain a better understanding of the difficulty of governance. There are three parts of my arguments. First, I point out Double-level Identification statements. Second, I point out Competition and combination statements. And finally, in the third part, I point out Hegemony statements. This paper contributes to the field's understanding of Multi-level governance in Vietnam history.
