Open Data and Public Governance: Promotion for Open Fiscal Data

在現今行動網路普及的時代，民眾對於政府機關服務已從被動等待轉變成即時取得，行政透明化及資訊公開化是民眾對政府的首要期待。機關除定期將機關檔案目錄送交檔案主管機關於網站公布外，重要核心業務資料也應透過政府開放平臺，提供各界查詢或運用。本文簡介目前機關資料開放現況，並以財政資料開放策略及電子發票巨量資料開放應用等案例，探討運用開放資料協助公共治理之未來發展，結合產官學界的跨域合作，創造公共治理的新契機。

In the era of network-prevailing society, services from government agencies have become more approachable to the public. Therefore, the transparency of administrative process and the openness of available resources are the public expectations to the government. In addition to transmitting the catalogues of records to the authority to promulgate them periodically, each government agency needs to release data sets through the Government Open Data Platform for the public's inquiry or usage. This article remarks on the open data nowadays, displays cases for strategies of open fiscal data and usage of e-invoice big data. Finally, it concludes that open data benefits for good public governance along with the cooperation of cross sectors of industry, government, and education.
