行政院莫拉克颱風災後重建推動委員會檔案審選：徵集與篩選

Archival Selection of the Morakot Post-Disaster Reconstruction Council, Executive Yuan's-the Procedures of Acquisition and Appraisal

民國（以下同）98年8月8日，莫拉克颱風重創南臺灣，造成許多民眾家園及生命財產的巨大損失。政府、國軍及社會各界於災後投入救災工作，同一時間政府集結民間團體的力量，展開災後重建的全面規劃。行政院於1週後的8月15日成立行政院莫拉克颱風災後重建委員會（以下簡稱莫拉克重建會），經過4年的努力，莫拉克災後重建功成之際，莫拉克重建會預定於103年8月28日裁撤。由於莫拉克災後重建會屬於特殊的臨時性組織型態，而災後重建可以完成，其經驗彌足珍貴，如何傳承，一直是政府與民間有識之士關心的課題。國家發展委員會檔案管理局在當莫拉克重建會要卸下重擔時，進行救災與重建時代檔案的保存可說是適時，適法，就需更為重要而周延。本文即記述莫拉克重建會檔案審選的徵集與篩選的經驗與過程。

Typhoon Morakot battered southern Taiwan and caused many causalities and property loses on August 8th, 2009. The government, the military and the community have put up a great effort to relieve the aftermath altogether. Meanwhile, the government reorganized civil societies at that moment to plan overall post-disaster reconstruction. A week later, Executive Yuan decided to establish the Morakot Post-Disaster Reconstruction Council. The council is going to complete four-year hard working on 28 August, 2014, due to it is a transient mission oriented unit instead of a permanent organization. Since those post-disaster reconstruction work could have been done then, how to pass down those valuable experience of reconstruction would have become an important issue for the many public and private sectors. It is appropriately that the National Archives Administration preserves those archives while the council is discharging the burden of reconstruction work in time. It is also more important for considering all detailed processes comprehensively. This article is to record the experiences and processes of acquisitioning and appraising related records of the council.
