The Institutional Framework and Development of Digital Records Management System in Mainland China

本文從文件屬性、權利義務、組織責任、管理系統、機構類型、文件類別、管理流程、安全要求等8個維度構建了數字檔管理制度體系的框架，並按照這樣的框架，簡單介紹大陸數字文件管理制度的發展，涉及電子證據立法、國家信息資產保護思路、電子文件管理體制、系統和元數據（metadata）標準等方面。

The author establishes a digital records management institutional framework from eight perspectives that includes records attributes, rights and obligation, organizations and responsibilities, systems, records types, management process and security requirements. The development of digital records management in Mainland China is illustrated by the aforementioned framework, including the legislation of electronic evidence, protection of national information assets, organizational system, standards of computer system, metadata, and etc.
