The Evolution of Presidential Election System in Taiwan

我國總統副總統選舉制度之沿革，大致歷經行憲前大總統副總統之選舉、行憲後總統副總統之選舉及現行總統副總統之直接選舉三個時期，每一階段之選舉制度改變，均具有其不同的歷史意義與時代背景。其歷程由間接選舉漸漸走向直接民選，總統副總統的民意基礎也越來越紮實。而總統選舉改為直選之變革，可說是我國因應民主化浪潮之重大轉型，亦使憲法的修正更加明確地遠離內閣制，而進一步走向「以總統為最高決策核心」的實質總統制的憲政體制。又總統副總統直選後，短短的四個任期中發生二次政黨和平輪替，使我國政治民主基礎更為穩固。

The evolution of the presidential election system is divided into three phases that includes pre-constitution activation, post constitution activation and current direct election for the presidency. Each phase of presidential election system had its different historical significance and background. It had been evolving gradually from indirect election to direct election for enhancing the appropriateness of the presidency complying with public opinions. The presidential election system reform is in the wake of democratization, which also makes the president as the core of decision-making is the constitution which became the system of presidential constitution. After conducting presidency direct election, there were twice ruling parties transfer in only four presidency terms. That kind of peaceful politic authority transfer makes the democracy of our country more concrete.
