電子檔案技術鑑定軟體開發技術之探討

Implementation of Technical Appraisal and Transfer Tools for Electronic Records

在數位科技蓬勃發展與政府積極推動下，各機關電腦化作業程度已日漸普及。但對文件公文之處理方式卻是不盡相同，造成電子封裝檔格式在交換或移轉時可能未符合機關檔案管理資訊化作業之要求，缺乏電子檔案應遵循之完整性、真實性及可及性，使其在長期保存上有所疑慮。故本研究對於電子檔案相關封裝處理及技術鑑定機制提出作法，確保電子檔案管理原則之執行踏實，並開發電子檔案技術鑑定及移轉（交）封裝之工具。在成果與效益上，本研究評估機關檔案管理資訊化作業於電子檔案技術鑑定及移轉（交）封裝工具所應涵蓋之範疇，進行詮釋資料項目核對與定義，使檔案管理人員得以透過技術鑑定工具與移轉（交）封裝工具，減少作業時間與提高便捷性。

Due to various methods of arranging official documents and records taken by government agencies, it is rather complicated to integrate all records sources into a single centralized management information system. Due to the lack of integrity, authenticity, and accessibility, there is some doubt about the long-term preservation of electronic official documents and records. In this study, appropriate methods are proposed and a system for transfer of encapsulation of electronic records and technical appraisal has been implemented. This study is motivated to evaluate current information flow of government official documents and records of which scope should be covered and inspected by the tool, including definitions and interpretation of data items. It is expected to reduce processing time and improve convenience with the tools.
