Nowadays, many government records are produced and stored in electronic form. Due to rapid advances of information technology, occurrences of system obsolescence bring great challenge when preserving electronic records and providing continued access of them in the future. To date, several solutions such as emulation, migration, encapsulation, and technology preservation have been proposed. Under the National Archives Digital Services Program, the National Archives Administration of Taiwan is planning to take the technology preservation strategy to establish a lab dealing with problems brought by technology obsolescence. After reviewing the situation of electronic records management in government agencies, the authors bring up a configuration plan for the lab, covering the mission, goals, stakeholders, scope, facilities, and space configuration. Also, the feasibility analysis is conducted. |
