The performance evaluation of Government agency records management in Taiwan is implemented under the authority granted to the National Archives Administration, R.O.C. (NAA) by the Enforcement Rules of the Archives Act Article 27. The first two levels of agencies in the central government and municipal/county government shall conduct evaluations and issue reward/punishment related to records management performance on their supervised agencies periodically. Furthermore, the NAA shall assist, train or evaluate the government agency on records management system. The agency will be rewarded and announced publicly if it has outstanding performance after the evaluation. Therefore, the Archives Management Quality Award Program, managed by NAA, is designed to recognize government-wide agencies that have documented high-performance records management systems and approaches. The Award is presented annually. In addition, the Outstanding Archivist Award Program is developed for choosing the excellent archivists annually. This article focuses on some case studies about the performance evaluation of records management in USA, Canada, Australia, and China. It also states on the development of the performance evaluation system for government agency records management in Taiwan. Meanwhile, it discusses the implementation and future prospect of the system. |
