我國國家檔案徵集政策之探討

A Preliminary Study on National Archives Acquisition Policy of R.O.C.

檔案法施行以來，各機關檔案管理作業正式邁入法制化、標準化與資訊化階段，除訂定相關法規提升機關檔案管理品質外，更提出「國家檔案」之觀念，期使眾多具永久保存價值之檔案得以集中妥善保存，並促進開放應用，以充分發揮檔案價值。檔案管理局自籌備至成立迄今，已完成二二八事件、美麗島事件及國民大會第二、三屆歷次會議檔案之徵集工作，惟仍須依據一份完整的國家檔案徵集政策以建立質量兼具之國家檔案館藏。本文首先闡釋國家檔案意義與功能，及強調國家檔案徵集政策之重要性及制訂過程中應注意事項，並參考國外國家檔案徵集情形，經由策略規劃的過程，建構我國國家檔案徵集政策與執行策略芻型。

Since Archive Act has been mandated and related regulations has been implemented, our archival management system has been improved and standardized and new ideas are inspired.“National archives''is the innovative concept generated from the legislation. This article discusses the meaning of national archives, the importance of national archives acquisition policy and the policy-making process. The experiences of national archives acquisition of some other countries are introduced. The author also analyzes the existed problems of our archival management system and constructs our national archives acquisition model and draft policy.
