In Japan, the“Ainu Policy Promotion Act”was enacted in April 2019 and came into effect in May. This is the first law in Japan that clearly states that the ainu people are indigenous people, but the legal effect is not linked to the fact that the ainu people are indigenous people. On the other hand, various indigenous policies have already been implemented in Taiwan, and the political trends related to Taiwan's indigenous peoples are very different from those related to the ainu people in Japan. This paper is attempt to clarify the difference between the indigenous policies in Taiwan and the ainu policies in Japan, basing on the constitutional circumstances in Taiwan and Japan, and the current situation of the indigenous peoples and the ainu people. |
