中日韓峰會機制之發展研析

中日韓峰會機制（含中日韓自貿區）的源起與其演變，不僅將重塑東北亞的政經結構，對東亞區域整合亦具有決定性的影響，而由亞太格局與架構的角度而言，更可能牽動美中全球權力均衡的對峙。然而，中日韓峰會的名稱，不僅與其實際運作大不相符，更產生被歸類於相似G8或G20的國際論壇，而忽略中日韓峰會機制已逐漸發展為東北亞區域的APEC或ASEAN。本文從歷史角度切入，檢視中日韓峰會機制之源起與發展。其次，說明該機制的運作功能與方式，並解釋領袖、外長、資深官員等會議之設計；再者，討論峰會與自貿區重要議題的內涵，並呈現中日韓合作之具體進程；最後，提出中日韓峰會機制對區域政經發展影響之觀察。本文認為，中日韓峰會機制已建立東北亞區域整合模式，未來在東亞除以APEC為主的亞太勢力、以ASEAN為核心的東南亞勢力之外，匯集於東北亞的東亞勢力正在加速成形，中日韓在此機制架構下的互動已成為東亞、東南亞與亞太區域間互動的重要變數。而中日韓自貿區的發展與進程，則更是直接理解與觀察此一趨勢與變數的重要指標

Not only will the institutional establishment and development of the CJK summit reshape the political and economic structure in Northeast Asia but also bring decisive impacts on regional integration in East Asia. In terms of insight of Asia-Pacific region, CJK summit might have critical influence on the global balance of power between the U.S. and China. Nevertheless the name of summit creates a misperception on the real operation and function of this particular regime, causes the inappropriate categorizing CJK summit as G8 and G20, and hides the reality of CJK summit being the APEC or ASEAN in Northeast Asia. This article reviews the historical origins and developments of CJK summit, secondly discusses the designs and operational functions of Leaders Meetings, Ministerial Meetings, and Senior Officials Meetings. Important agenda, issues, and progress of cooperation are discussed in third section. Finally, author concludes with comments and observations about impacts of CJK summit in political and economic developments of the region. As a matter of fact, CJK summit has successfully forged the path to regional integration in Northeast Asia, In addition to APEC and ASEAN, CJK summit has evolved to an important variable in the competition and cooperation between East Asia, Southeast Asia, and Asia Pacific regions.
