On December 15, 2009, Japanese Emperor Akihito met with Chinese Vice President Jin-pin Xi at the Imperial Palace in Tokyo. Both agreed that Xi's visit would further promote the bilateral relations. However, this meeting caused many debates in Japan because it violated the so-called ''One Month Rule,'' which stated that the prospective foreign visitors have to submit a written request for a meeting with the emperor at least one month in advance. This paper focuses on this so-called ''Special Meeting Incident'' and studies the debates on the emperor's diplomatic role for Japan. |
